Cable lengths are measured without plugs. Size specified is what the bare cable is cut to, and then plugs attached.
Examples:
Right to Right

Finished length will be approximately the length ordered
e.g. a 12" cable will be approximately 12" finished, measured from center of plug barrel to center of plug barrel
Right to Straight
plug cable
Finished length is slightly longer than specified
e.g. a 12" cable will be approximately 12.125" finished, measured
from center of plug barrel, to mating face on straight plug
Straight to Straight
plug cable
Finished length is approximately 3/8" longer than specified
e.g. a 12" cable will be approximately 12.375" finished, measured from mating face to mating face of straight plugs
